Prussia knowingly gave up being a country in order to save HRE. He would be allowed to stay alive as long as his brother needed him, but he would lose his country if he saved him. Only part of the deal meant taking away HRE’s memories, and thus it created Germany.
Prussia thinks about his decision everyday. Sometimes he sends Germany away when he gets mad or regrets it, but afterwords he always feels horrible for doing so.
